International Seminar for commemorating 4th Anniversary of Vietnam-Korea Transportation Infrastructure Center (VKTrans)
Overview
The seminar was held at University of Transport and Communications in Hanoi, Vietnam, on August 4th, 2022.
Korea Transport Institute(KOTI) and University of Transport and Communications(UTC) co-hosted this event on the topic of Green & Digital Infrastructure Development in Transportation.
77 specialists from transport-related organizations participated in it. 13 people, including KOTI President JaeHak OH, Land Infrastructure and Transport Attache YuIn KIM, and *KOICA Country Director HanDeog CHO are from Korea. The other 64 people, such as Vice Minister of Transport Le Anh Tuan, UTC Rector Nguyen Ngoc Long are from Vietnam.
Korean participant organizations are the **MOLIT, KOTI, Jeju Special Self-Governing Provincial Government, Studio Galilei Co., Ltd., Embassy of the ROK in Vietnam, KOICA, and ***KIND. It aims to share the experience and strategies for Developing Transportation Infrastructure and the 4th Industrial Revolution in the field of transportation. In addition, it aims at contributing to national policies making for future agendas of environmentally friendly transportation and new technologies.

Specific Contents
The plenary session began with the opening remarks by KOTI’s President JaeHak OH. Then, UTC Rector Nguyen Ngoc Long’s welcoming remarks, Vice Minister of Transport Le Anh Tuan’s and Land Infrastructure and Transport Attache YuIn KIM’s congratulatory remarks were delivered. They all emphasized the importance of cooperation between Vietnam and Korea. Right after congratulatory remarks, President OH gave the keynote speech about the topic of the “Future of Mobility; Automation, Decarbonization and Sharing”. He especially focused on human-centered transportation in the speech. After it is finished, the group session began.

[Future of Mobility: Automation, Decarbonization and Sharing]
The group session was conducted with presentations, discussions, and the Q&A. It consists of the small session 1 and 2. Each small session includes 4 presentations, so there were 8 presentations in total.
The main theme of the session 1 is “Green Infrastructure Development in Transportation”. 4 Presentations about it were made. The topics of each presentation are as follows.

The 1st presenter; President Vu Hong Truong claimed 7 things in the presentation. 7 things are as follows.
- ① It is import to study the need, the routine of passenger
- ② It is necessary to provide the accessibility for passengers to metropolitan
- ③ To build the appropriate fee for ticket, to provide many payment methods for the passenger
- ④ To improve the connectivity of public transport system
- ⑤ Exploiting commercial potential, enhancing the attractiveness of metropolitan to tourists
- ⑥ To establish the polite culture and routine of using the metropolitan system of the passenger as well as the culture of the service from the beginning
- ⑦ It is necessary to consider the media, broadcasting activities
- 2) “Transport Decarbonization in Korea”
- Dr. ChoongYeol YE, the 2nd speaker insisted that
- ① Korea needs to strengthen its public- and rail-centered transport system by forming carbon neutral transition ecology,
- ② Developing countries need to establish public transport system prior to transition of ICE vehicles,
- ③ Recycling of phasing-out used cars is essential.
- 3) “Impacts of Transport Policies on Green Transport Development”
- Dr. An Minh Ngoc, the 3rd presenter explained about
- ① the influence of transportation on the environment,
- ② national·urban policies for environmentally friendly transportation.
- 4) “CFI2030 JEJU & Smart Digital Island Challenge”
- Director-General HyeongSeok YOON, the last speaker in the session 1 introduced
- ① traffic data infrastructure,
- ② support projects for autonomous driving in Jeju island.
The main theme of the session 2 is “Digital Infrastructure Development in Transportation”. 4 Presentations about it were made in this session. The topics of each presentation are as follows.

- Dr, TaeHyung KIM gave the 1st presentation in the session 2. In his presentation, information about

- ② automated mobility,
- ③ integrated mobility,
- ④ Demand Responsive Transit (DRT) service,
- ⑤ smart signal control & pedestrian crossing, and

- 2) “Impacts of Digitalisation on Travel Behaviour in Hanoi City Centre”
- Dr. Truong Thi My Thanh, the 2nd presenter forecast that traditional taxis could keep losing competitiveness compared to technology-based services and passengers would put priorities on information access, reservation, and payment.
- 3) “DRT, Future of Public Transportation: Test Run of Demand Responsive Transport in Kwa-Chon City in Korea”
- Vice President Jindong KANG, the 3rd speaker enumerated the advantages of Demand Responsive Transport (DRT). For instance, DRT can reduce waiting time 70% and bus mileage 34% and transportation cost 13%.
- 4) “Urban transportation network management with MaaS : future solution for MDCs”
- The last speaker; Dr. Le Thu Huyen argued that Hanoi is too dependent on motorcycles so it had caused a variety of problems such as traffic accidents, congestion, and air pollution. Therefore, she asserted that MaaS (Mobility as a Service) system should be supported and developed.
At the end, Rector Nguyen Ngoc Long showed his gratitude to all participants, and the seminar was completely finished.
Technical Visit
The technical visit was followed by the seminar. President JaeHak OH, Senior Research Fellow SangMin Lee, ChoongYeol YE, TaeHyung KIM, Researcher YongHo JIN (KOTI), and Vice President JinDong KANG (Studio Galilei Co., Ltd) visited VIDIFI, which manages Hanoi-Haiphong Expressway infrastructure. It had been planned to seek the direction of cooperation·development about the expressway.
It connects Hanoi, the Capital of Vietnam, and Haiphong, the port city of Vietnam. It has 6 lanes and measures 105.5km in length. There is a minimum speed limit of 60km/h and maximum speed limit of 120km/h. Korean corporations like GS E&C, Namkwang Engineering & Construction, and Keangnam Enterprises had participated in the construction, so Korean technology had been applied to some extent. Actually, Hanoi-Haiphong Expressway tollgates look considerably similar to them in Korea.

The CMO(Central Management Office) system of VIDIFI had been constructed by SK Inc. C&C. Traffic volume predicted based on the system was approximately equal to actual traffic volume. Additionally, the number of accidents on the expressway decreased since it is capable of monitoring CCTV cameras around the expressway.
In this meeting, Nguyen Huy Thiem, the Vice Manager of Technique at VIDIFI expressed his hope for Korean technical support. KOTI President JaeHak OH recommended legislating about the establishment of an organization like the “Center for Private Highway Studies”, under KOTI, in Vietnam.
